Bira and and other members of the Independent Retailers Confederation (IRC) are gathering data on high street business performance throughout the year.
In this quarter’s survey, we are asking how the first quarter of 2025 compared to the previous quarter and the same quarter in 2024. We also ask you for a little context and about your confidence for business in the future.
Additionally, as an organisation that supports and represents the independent high street, we would also like to build a picture of success so that we can begin a campaign of promotion to the media, press and government, to benefit all.
The survey is simple to answer and the data will be used to shape the discussions we have with government representatives, local authorities and other industry stakeholders, and help to form our future representation of the independent retail, leisure and hospitality sector.
The results of this survey will also be communicated to members at a later stage.

We conduct two key surveys throughout the year: the Retail Crime Survey (every six months) and the Quarterly Heartbeat Survey (each quarter) to gather vital data for our media and government advocacy. Our latest Retail Crime Survey, shows some encouraging signs in that less people are choosing not to report the incidents to police which will lead to a better understanding of the true scale of the issue. However, theft remains a concern, with more incidents reported and greater severity compared to the previous year. It's now time to focus on the Quarterly Heartbeat Survey, which takes just a few minutes to complete.
